In the One Piece world, Devil Fruits aren't the only path to power. Skills like Haki, swordsmanship, and fist-fighting can be just as useful, if not more so. This list counts down the strongest non-Devil Fruit users, including legendary characters like Gol D. Roger and Straw Hat crew members Zoro and Sanji, who prove that Devil Fruits are not necessary to be strong.
About this list
- 1

Gol D. Roger, the legendary Pirate King, ranks among the strongest people in the One Piece universe.Gol D. Roger appears in the list 'One Piece: 20 Strongest Non-Devil Fruit Users, Ranked'.Roger conquered the Grand Line. He started the Golden Age of Piracy. He used swordsmanship, multiple Haki forms, massive physical strength, and the power to "hear the voice of all things."
Roger fought hard even as his body failed from a terminal illness. He held out against tough foes with that power. Who needs a Devil Fruit with that strength?
2,124 - 2

Shanks is one of the Four Yonko, making him a top four pirate. People see him as one of the four strongest pirates now. He rarely fights, so his full power remains a mystery. He mastered all three Haki forms and fights with the sword Gryphon. His endurance is huge; he survives an arm bite and Akainu's magma fist. Shanks excels at stealth, moves incredibly fast, and swims well. He would give up swimming if he ate a Devil Fruit.
1,941 - 3

Monkey D. Garp is one of the few pirates considered equal to Gol D. Roger. They fought many dangerous battles together. Known as "Garp the Fist," he uses super-powered punches or throws cannonballs like baseballs. Garp imbues his punches with Haki, a move that beats Luffy's rubber body. Age does not slow Garp down.
1,722 - 4

Silvers Rayleigh, once Roger Pirates' first mate, now works as a coating mechanic. Retirement does not mean weakness; he remains as strong as ever. Rayleigh taught Luffy Haki, so he is a Haki master. He shows great speed, strength, and stamina. He throws bullets, destroys cannonballs, and kills multiple Sea Kings while swimming far.
1,672 - 5

Dracule Mihawk, a Seven Warlord and the 'Strongest Swordsman in the World,' sets the standard for other swordsmen. He uses everything from a small dagger to his sword Yoru. Mihawk defeats whole pirate fleets and holds his ground against tough enemies. He taught Zoro how much more he needed to become a true master. Mihawk also trained Zoro and passed on many of his skills.
1,602 - 6

Zoro has sharpened his swordsmanship since childhood. He fights with three swords usually, but he uses two, one, or even nine through spiritual projection. He makes precise cuts, slices steel, and takes down many foes at once. Zoro fights with a Cursed Sword because he is a badass. He uses all three forms of Haki.
Zoro's main weakness is getting lost. Luckily, he is on the same pirate crew as Nami, an expert navigator.
1,416 - 7

Little is known about Rocks D. Xebec's powers. He led the Rocks Pirates, one of history's toughest pirate crews. Gol D. Roger and Monkey D. Garp defeated him; this defeat made Garp famous. Kaido called Xebec one of the few who could challenge him. Whatever his real abilities, he sits at the top.
1,361 - 8

Sanji appears as a great cook initially, but he has more hidden talent. With Zeff's help, he made his own martial art, Black Leg Style. He also made Diable Jamble, which involves heating his leg and spinning it for a flying kick. Sanji uses Haki creatively and is a fine swordsman, though not better than Zoro. Sanji becomes invisible in his raid suit. These things make him an essential member of the Straw Hat crew.

He shows great endurance; he survived being 'baptized' in boiling water in Impel Down without complaint. Jinbe uses two forms of Haki. He carries a silver trident and a tanto blade. Jinbe uses strategy and calm talks to solve problems he cannot fix with just his body.
499 - 13

Vista commands the 5th division of the Whitebeard Pirates. He fights as well as Dracule Mihawk, known as one of the world's greatest swordsmen. Vista uses sabers that create flower petals, earning him the nickname 'Vista of the Flower Swords.' These swords let him slice a cannonball in half.
147 - 14

Inuarashi and Nekomamushi currently rule the Mokomo Dukedom. They fight because they both blame each other for Oden's death. They avoid meeting. Both minks hold great power in the Dukedom. They share many abilities. They awaken the Sulong Form transformation, use Haki, and wield swords with skill and force. Nekomamushi lost a hand; he replaced it with a double-barrelled gun, not strength.
123 - 15

Kyoshiro, formerly Denjiro, changed his name and started his own yakuza family after Kozuki Oden was executed. Kyoshiro matches Zoro's strength. He moves like a ghost, leaping rooftops. He uses a sword and Busoshoku Haki to leave a permanent mark on Kaido.

83 - 17

Killer technically ate a Devil Fruit. It was a broken SMILE fruit that gave him no powers. It only took away his ability to swim and his ability to show negative feelings. Since he gained nothing, he counts. Killer has many other skills.
Killer fights using extreme speed and agility to strike first. He uses two scythe-like blades called Punishers; he can use them at high speeds or as hand scythes. These scythes let him harm Kaido. Killer was among few people who could hurt Kaido.
83 - 18

Chinjao, a retired pirate and former 12th leader of the Happo Navy, remains incredibly strong despite age and a split head. He also uses all three forms of Haki.
