    That said, I never considered your question until now. The only answer I have is that it is Frodo. Eru gave Frodo a soul and heart ready for the Quest's potential, and arranged for Frodo to gain the wisdom needed to reach the end.

    Gandalf is a Maia. It makes sense he comments on the luck they share with Frodo taking the Ring's burden. He might see the unique mark of Eru's work on Frodo's spirit. Gandalf thinks, "Man, nobody else has this in their hearts. Lucky chance!"

    Initially, it was Bingo and Frodo, not Frodo and Sam. I hope I recall this right; it only appears in pencil notes in Tolkien's writings, and I could not check it.
