This is the chance he waited for. He has Anna's love. Elsa blocks him from being king. Hans should have let Elsa die by crossbow and married Anna later, or faked it, just like he did.
This plot hole is more than a dumb decision. Hans is not dumb. He plays the hero role to gain trust and makes Anna love him [he convinces the audience]. The writers let Elsa go for a big plot twist.
