Why Obi-Wan does not use it elsewhere in the trilogy is a mystery. If he had not forgotten this tool, preventing Anakin Skywalker from becoming Darth Vader might have been much easier and faster.

Peter Venkman and his crew are out of business because they were sued for property damage from their work. After returning, they face court. The judge calls them "charlatans" and sentences them to 18 months in jail at Rikers Island. Later, the mayor's assistant sends them to a psychiatric hospital.
No one in New York recalls how the Ghostbusters took down the giant marshmallow man trying to destroy the Big Apple. These guys saved the city, and maybe the whole world. This oversight in the original film lets the characters prove themselves again, even though the facts show they already earned it.

Instead of seeing the joke J makes, K says flatly, "Don't bad-mouth your old man." Jokes are totally confusing for him many times in the sequel. Perhaps a neuralyzer zapped his sense of humor.
